An Authorization to Return to Canada (ARC) is a special written permission from Immigration, Refugees and Citizenship Canada (IRCC) that allows a person who was previously removed from Canada to legally return.
Even if you are otherwise eligible for a visa or eTA, you cannot re-enter Canada until you receive this authorization — if your removal order requires it.
You need an ARC if you were issued one of the following types of removal orders:
Most serious type
You must apply for an ARC to return
Usually for a period of 1 or 2 years
You need an ARC only if you return before the exclusion period ends
If you left Canada properly within 30 days: ARC not required
If you did not comply: Considered a deportation — ARC is required
Your removal order document will state the type of order issued. Always confirm before traveling.
You can apply for an ARC if:
You have served the required removal period (if applicable), or
You have valid reasons to return before the removal period expires
You can show rehabilitation, compliance, or a valid new immigration purpose (e.g., family reunification, business travel, academic program)
An ARC is not a standalone application — it must be included with another immigration application, such as:
Visitor visa (IMM 5257)
Study permit (IMM 1294)
Work permit (IMM 1295)
Permanent residence
Copy of your removal order
Detailed letter of explanation (why you were removed, why you want to return)
Supporting documents (rehabilitation, ties to Canada, proof of new purpose)
Police certificates (if requested)
Payment receipt for ARC processing
$400 CAD (separate from visa or permit fees)
Varies by visa office and case complexity
Generally 2 to 6 months
May require interviews, background checks, or extra documentation
Urgent requests may be reviewed faster if tied to humanitarian or compelling reasons.
